It is with deepest sorrow that Phoebe Woodell Bollin, aged 73, of Casper, Wyoming, passed away on July 31st due to complications from hip surgery.
Phoebe was born January 19, 1951, in Oklahoma City, Oklahoma, and raised in Casper, along with her brothers, Randy, Will, and Tony, by her parents, Virgil and Laquita Woodell. Later in life, Phoebe reconnected with her brother, Jerry, and they formed a very close relationship. She attended local schools and graduated from Kelly Walsh High School in 1969. It was through school that she met lifelong friends and the absolute love of her life, Ken Bollin. They married and welcomed their daughter, Heather, in 1970. Phoebe continued her education at the University of Wyoming and graduated with a degree in Political Science in 1984.
Throughout Phoebe's life, she had several careers and collected close friends along the way. Most notably, she was the Executive Director of the Wyoming Democratic Party in both the 1970s and 1990s, which allowed her to attend and participate in two Democratic National Conventions. She was also a successful business owner of the bridal store, Encore Formal Fashions, in downtown Casper. She was very proud of her shop and had many customers who shared photos and memories with her. During that time, she was instrumental in planning and starting the Downtown Christmas Parade through her participation in the Downtown Merchants Association.
Ken and Phoebe retired in 2003 and set off on an adventure that most people can only dream of, traveling and living in their RV for almost 20 years. They explored every state, each Canadian province, and parts of Mexico, meeting friends along the way with each new experience. However, Phoebe's heart was always in the Big Horns, which brought them back to Wyoming multiple times to be with friends and family. They eventually found a second home in Florida and named it Del Boca Vista or the Tiny House. That community brought about deep, meaningful friendships where Phoebe was the President of "Sun and Fun" for the resort and organized countless events and programs.
Throughout all of her adventures and accomplishments, she was most proud of her grandchildren and great-grandchildren. She loved each of them tremendously and always made it a point to bake their favorite dessert for their birthdays, even if it wasn't a traditional dessert.
An amazing woman, daughter, sister, wife, mother, grandmother, and friend, she will be remembered for her humor, intelligence, her love of the Beatles and music in general, her superb baking and cooking skills, her caring hands, her big heart, her smile, and her laugh that lit up a room. She will be forever missed; we are all better people for having had her in our lives.
Phoebe is survived by her loving husband, Ken Bollin; her daughter, Heather, and Bobby Garner; her grandchildren, Tim and Ally, Katie, Olen, and Cruz; her great-grandchildren, Josie, Orin, and Opal; her mother; her brothers; her nieces and nephews.
A celebration of life will be held at 2133 West 42nd Street, Casper, Wyoming, on September 1st, starting at 10 a.m. This date was selected to coincide with the Kelly Walsh class reunion of 1969, for which she proudly served as the committee chairwoman for 45 years. We hope you can attend and celebrate a wonderful life and an extraordinary woman.
