Herb was born in Shoshone, WY in 1924 to Anna and Dewey Carter. He joined the Navy in 1942 as a submariner, honorably discharged after the end of WWII. He married Phillis Diech in 1946 and had two children, Mark and MarthaAnn. They divorced in 1964. He married Myra Toman in December 1969. Retired from Amoco Refinery in 1981. After retirement Herb enjoyed taking his grandchildren fishing and collecting gem rocks. He enjoyed cutting and polishing gem stones and aget for jewelry, he especially liked Wyoming Jade.
He is survived by his wife, Myra; daughter, MathaAnn Lee of Riverton; son, Mark (Patsy) Carter of Rawlins; step-daughter, Marlene Howie of Casper; step-son, Terry (Jeni) Toman of Longmont, CO. Five grandchildren; and nine great grandchildren; brother, Norman D. (Ann) Carter of Commerce, CO; one nephew, and three nieces.
Herb was preceded in death by his parents and one grandson, David Carter.
A private family service will be held at a later date.
